This indicates whether the file system can be joined by the mds as a new rank. The behavior stays the same.

Doug, thinking about this more, I'd like to keep "cluster_down" (as "joinable" or not) because it simplifies qa testing. Waiting for all MDSs to stop before deleting a FS would slow down testing. It's much simpler to just fail MDSs and prevent new ones from becoming active so the FS can be deleted.
