The majority of people in the stable release team are not red hat employees and they will need to be able to trigger builds for existing tags.
I suggest the restriction on triggering builds is lifted (the prospect of a build trigger flood is ... unlikely to say the least. never happened with gitbuilder despite "force rebuild" links in the web pages).
The relevant mail was posted in red hat internal lists under the title "manually triggering a build for Ceph branches"

This is no longer the case. Anyone under the Ceph org in github can trigger builds at jenkins.ceph.com
