Make stats period configurable

Description
Currently the stats_period in DaemonServer::handle_open is hardcoded to 5 seconds. Make it a config option for people who want or need to tune it down to lower the load.
I'm working on this. Update status please.
We need to update issue status, it's fixed.
How could I get the permission?
