teuthology-suite --help says:
Any config files passed on the command line will be used for every combination, and will override anything in the suite.
However, when I pass distros/all/centos_7.0.yaml to the upgrade/jewel-x suite, it does not override the default (which is centos_7.2.yaml).
Reproducer: teuthology-suite --verbose --limit 1 --suite upgrade/jewel-x --suite-branch jewel --ceph wip-16345 --machine-type vps --priority 99 distros/all/centos_7.0.yaml
