Non-primary image is recording journal events during image sync

Description

When the snapshot state is being synchronized from the primary to the non-primary, these events are being incorrectly recorded in the non-primary image's journal. If the primary rbd-mirror daemon had registered as a client to the non-primary image before these events are recorded, then upon failover, the previously primary image would replay the snapshot events. This could result in the temporary sync-point snapshots re-appearing.
