Description

Seeing messages like this when running `ceph health detail` in a state where there are not enough osd to meet the crush map requirements:

pg 4.16 is active+undersized+degraded, acting [243,2147483647,237]

ceph -v

ceph version 0.94.3 (95cefea9fd9ab740263bf8bb4796fd864d9afe2b)

-1 represents lack of an osd there - iirc it's printed more nicely in master
