for example, this test
description: rados/singleton-nomsgr/{rados.yaml all/13234.yaml}installs dumpling and then upgrades it. there are a few others that start with firefly and hammer.
probably ceph.py needs to fall back to doing the old thing (and not handle newer features) if the installed version of ceph doesn't understand 'fs new ...'.
