Description
MDSs already only receive a populated MDSMap once they have been assigned a rank.
These caps should be used by MDSMonitor when deciding whether to assign a rank to an MDS: if it doesn't have permissions to participate in a particular filesystem, then it will remain in the pool of standbys.
We may want to add a health warning here, for the case where someone has made a configuration mistake that results in MDS daemons being available, but none of them being eligible for going active due to their auth caps.
