Instead of the use of osd_find_best_info_ignore_history_les config variable, we should add a command to specifically force a re-peer of a specific PG and ignore the history. It is best if we can do it in a more robust way so that the risk of regression is minimal; however, I'm not sure if that is even possible.

Of course, it will require a --yes-i-really-really-mean-it argument because it make data loss permanent.
