Description

When a job has 

branch: hammer

and --ceph-git-url was set either as an argument to teuthology-openstack or as a value in ~/.teuthology.yaml, it will get the branch from that repository. If the branch is behind the official stable branch, it will happily build whatever it has and fail because of ancient bugs.

A sanity check must be added and prevent the suite from being scheduled if the stable branches are not in sync.
