Description

We are running into the issue where some pid files are not created correctly when an OSD starts.

There are 40 OSD's (x3) and all the servers were rebooted yesterday due to upgrading to ceph-0.94.5-0.el7.x86_64

Across all 3 servers we had 7 OSD's(out of 120) which had empty .pid files (a couple on each node).
