Some things stand out to me:

1) This is testing upgrades to/from giant. Do we want to keep doing that, now that Giant has been EOL'd?

2) The YAML at the beginning of teuthology.log shows that this was configured with os_type: rhel and os_version: '7.0'. I thought we were going to only test on CentOS instead of RHEL.

3) The root issue is here:

In CentOS that package is in the Base repos, but in RHEL it is in the "RHEL Extras" repository. (see http://apt-mirror.front.sepia.ceph.com/rhel7repo/extras/rhel-7-server-extras-rpms/)

Was the RHEL-Extras repository ("rhel-7-server-extras-rpms") really configured on this system? It's hard for me to tell from the logs
