these CLI tools are internal commands used by udev rules, we might want to move them into /usr/libexec or /usr/share/ceph. see the discussions at http://tracker.ceph.com/issues/10725#note-7 and https://lists.fedoraproject.org/pipermail/devel/2015-April/210080.html .
