This PR includes the dashboard_v2 as per #23271 and adds the necessary commits to reach the point where before dashboard_v1 was removed and replaced by dashboard_2. dashboard_v2. This is done so in order to check viability of keeping dashboard_v1 in a separate directory. PR: https://github.com/ceph/ceph/pull/23804
