Description

We just have a poor README.rst that is too disorganized. Have a properly built Sphinx doc built, with tox calls so we know we are not breaking anything
when we update the code and have a clear organization of all of the different things that ceph-deploy can do.

Allow inter-sphinx so that Ceph docs can link directly to it.
