ceph-exporter is not included in the deb packages

Description
I built the deb package using the files under the debian directory and realized that ceph-exporter was not included in the resulting deb packages.
I searched the GitHub repository and found the following comment in the PR, by which ceph-exporter was first implemented.

I believe that the situation has not changed since ceph-exporter was first supported. I want the ceph-exporter to be included in the deb package.
I want the ceph-exporter to be available from the deb package in the next Reef release.
I'll try to create a PR.
