lsb_release is required. When this is run in teuthology, it appears to get this command, when run on minimal installs of Centos Stream 8, fc, etc it does not exist.

Either install lsb_release for supported distros or check via other files (existence of apt-get, yum, /etc/*-release files) to determine flavor.
