OK, so there are two problems:
1) the host key for the original drop.ceph.com has changed (now that drop.ceph.com is handled by a different host). That explains the permissions errors when they happen.
2) the inability to create a directory was due to a server setup error (symlink leading outside a chroot, a nono).
I've changed the configuration to work past 2), but for 1) the easiest workaround is to have the ssh client turn off StrictHostKeyChecking, which most of the test farm do (but Ceph users in the field may well not). The only other solution to 1) I'm aware of would be to set up a new host for ceph-post-file and edit the information in usr/share/ceph in ceph-common.
