As the first phase of the quiesce db integration into the MDS cluster, we should allow for a single-rank setup where no inter-rank communication is required. Such a setup is trivial but is useless without some way of controlling the database from the ceph CLI client.
Hence, this task is aiming to add minimal viable support for the QuiesceDbRequest with a dedicated admin socket command.
