Description

NCB doesn't save allocation map on regular OSD shutdown since this setting results in non-graceful one.
Hence each subsequent OSD startup would suffer from long lasting recovery procedure.

This isn't the case for vstart clusters as they use osd_fast_shutdown set to false.
