Slow requests after restarting an OSD (post peering)

Description

On my Cuttlefish 0.61.3, when I restart an OSD, besides the effects of #5084, I see a bunch of "slow request" messages after peering finishes. There are pgs in states active (but not clean) and active+recovery_wait; I think it's the latter that produce those but I'm not sure.

Attached is the mon log of such an event, let me know what else I can provide.
