closedteuthology install task should be able to accept packages from other than gitbuilder

Description
When we used tarballs, one could supply a tarball or a local build dir, and have the right code sent to the test hosts. Now that we're using debs, one is at the mercy of the gitbuilders. It would be nice if we could at least specify a local dir of .debs to install.

Changes for both rpm and deb ceph builds have been made. I have a version that is pushed to origin, but I would like to test it a little bit more before I have it reviewed.

Status: the dpkg-scanpackages command is now giving the following warning message:
dpkg-scanpackages: warning: Packages in archive but missing from override file:
This causes teuthology to fail in the dpkg-scanpackages . /dev/null code.
I can fix this by extracting the .dsc file from github and using that, but this did not bite me last week. Dunno why it's happening now.
