Description

currently we don't support the standard GetTopicAttributes API (https://docs.aws.amazon.com/sns/latest/api/API_GetTopicAttributes.html).
Instead, we added a propriatery GetTopic API (https://docs.ceph.com/docs/master/radosgw/notifications/#get-topic-information).
This is not supported in boto3 and aws cli, which increase integration difficulty.
