http://docs.ceph.com/docs/luminous/rados/operations/health-checks/#pool-near-full only describes pool_near_full when getting close to quota, but apparently POOL_NEAR_FULL can also be raised when a OSD reaches near full.
Docs should be updated to include this.
(Observed on a 12.2.5 cluster)
