Description

Suspending a user through the radosgw-admin cli tool currently has no effect, allowing a suspended user to retain all the
privileges of an non-suspended user. Also causes regression test failure. Affects current master.

the radosgw-admin teuthology task tests this, have it failed? Are you running in a mixed cache environment (gateway cached, radosgw-admin not using cache)?
