@Patrick: this is not straightforward to backport, and at first glance it looks like a cleanup/refactor. What is the rationale for backporting this?

The teuthology config settings were removed by: https://github.com/ceph/teuthology/commit/13123363335e49d2c0ef42342462b5942345baa7

So this change is needed to restore them in mimic/luminous.
