Description

when there are hundreds of snapshots, metadata operations become slow. Besides, lots of snapshots can cause kernel panic because snap context can not be encoded in osd request buffer.

There should be a global limit (if necessary for performance) and subtree limits (from #24429) so that operators can limit users.
