Description

We are calling drop_active() in tick() in this case, but not setting update=true to actually make an update to the map.

Suspect this is causing MgrClients to endlessly queue up messages when the mgr goes offline, as suggested in thread "[ceph-users] kraken-bluestore 11.2.0 memory leak issue"
