docs.ceph.com needs a version menu

Description

While migrating docs.ceph.com, I noticed ayni (from http://tracker.ceph.com/issues/9103) wasn't running and hadn't been for a while.

Alfredo and I looked into it a bit today and decided, while we did get it running, manually updating the config.py isn't efficient.

Now that docs are being built by Jenkins, this seems like something that could be done by the Jenkins job.

ayni.conf on docs.ceph.com has been disabled (symlink removed).

The reference to ayni here should also get removed: https://github.com/ceph/ceph/blob/master/doc/_templates/layout.html
