Description

In Kraken, ceph-mon and ceph-mgr both maintain PGMaps with all the same information. For Luminous, we should get rid of the nonessential parts from ceph-mon, and migrate the user-facing commands (for dumping status etc) to ceph-mgr.

The OSDs will need to be updated to send a cut-down amount of status to the mons, and the full stats object to the mgr.
