Description

This is a regression side effect of moving OSD's to run as user ceph.

if you partition a disk, but don’t set the partitions to known ceph UUID's they wont get set to be owned by user ceph and group ceph.

This makes the attached error.

the var/lib/ceph/tmp/mnt.J7lWtb: (13) Permission denied mount_activate: Failed to activate error message reflects what happens. A manually created partition needs to be followed by chown ceph:ceph as well, as of jewel.
