The Upstart Cookbook says that "stop" is symbolically linked to "initctl" - see http://upstart.ubuntu.com/cookbook/#stop -- this will presumably not be present on non-Upstart systems.
And the same document says the UPSTART_INSTANCE environment variable is set by Upstart itself - see http://upstart.ubuntu.com/cookbook/#standard-environment-variables
