Currently the ceph-common %pre
scriptlet creates the "ceph" user and group if they do not exist.
Add logic to prefer uid/gid 167 in the creation step.

Use something like this to test whether a given UID/GID is in use:
# export CEPH_GROUP_ID=485 # cat /etc/group | cut -d ':' -f 3 | grep -E "^$CEPH_GROUP_ID$" 485

Checking /etc/passwd
and /etc/group
is not sufficient, because users and groups can be created by YP/NIS, LDAP etc.
