Description

ceph really needs to build with a static librocksdb. While --with-librocksdb-static is added with 'check' as the value from do_autogen.sh, configure.ac still defaults to 'no'. Make configure.ac default to 'check' so that people that don't use do_autogen.sh get a default working configuration too.
