Currently ceph-common is built as a subpackage using a single spec-file, together with the server-side packages.
Having it separate would make it easier to support older distros on the client side, while giving us the option of dropping support for the same older distros on the server side. With a single spec file, this is not an option - it's all or nothing.

Just my $.02: I would not create a separate spec files for client and server, it would probably be easier to introduce a bcond that would conditionally build the server bits.
