A mishandling of the counter of "the digest-updates we are waiting for, before finishing with this scrubbed chunk" caused bogus Digest Update internal scrubber FSM events to be generated and handled. Here is a partial fix: not sending the bogus events. There will be a backport of the other related fixes. Note - could not be cherry-picked directly, due to the major refactoring of the scrub code.
