It's super irritating to have the dependencies of /ceph/qa specified in teuthology/requirements.txt making it super awkward and hard to justify to add any dependencies to ceph tasks, workunits or tests.
Would be great to have the dependencies of /ceph/qa specified in /ceph/qa (either in a stray /ceph/qa/requirements.txt or via a proper python package, like /ceph/qa/setup.py)
