There are three types of daemons:
1. active daemons
2. standby daemons
3. unknown daemons that are (not yet) part of the mdsmap or mgrmap.
When cephadm removes a daemon, it should do so in the following order:
1. standby daemons
2. unknown daemons
3. active daemons
