Should be possible to create an iSCSI target that doesn't require authentication (currently, ACL authentication is required). The idea is to have a checkbox, labeled "No authentication", in the iSCSI target form. This issue will require changes in the `ceph-iscsi` `ceph-iscsi`, dashboard backend, and dashboard frontend
