Can't remember if we discussed policies for this at all -- could this be as simple as applying a some fraction to mds_cache_size in Server::recall_client_state?

I don't think we specified any policies when discussing this. If you're thinking something like requesting each client dump a number of inodes proportional to how many it holds total, that sounds good to me for starters.
