Description

in #9121 the client had more than 130k inodes open for write, resulting in a huge file recovery queue. there definitely weren't this many files open. the client should make some effort to release write caps to the mds to avoid incurring this sort of recovery workload.

I saw 10.214.137.25 in the mds log, 10.214.137.25 is gitbuilder-archive if IP hasn't changed. Maybe the issue and #8962 have the cause.
