Currently teuthology-suite, in particular used with --dry-run option, shows line
"generated 12 jobs"and then each job in case if it was skipped has
"Skipping due to non-ubuntu on baremetal facets upgrade"
I think it'd be very useful to have a summary at the end of --dry-run that would show something like
'skipped X of generated Y jobs'
