Sometimes, because of teuthology bugs or environmental reasons, teuthology workers die and don't have a chance to report that their jobs are dead also. It normally tells paddles every few minutes that a job is still running. Therefore it may be reasonable to assume that, if a running job has not been poked after, say, a few hours, that the job is dead. If it is not in fact dead, then next time the status is updated it should be corrected.
