Description
We want to have three different components:
1. argument parsing
2. reading the ceph configuration file
3. common_init (really more of a daemon_init)

Done via 7fe7a8165af16501c255e3a6a11eedf55d5cad7b.
Libraries don't need to call common_init any more, with all the undesired side-effects that had.
