Description

The docstrings for the changes for 5149 are insufficient. I think at this point we should also check for cases like empty directories, invalid files, and bad symbolic links in the associated directory.

wip-fixLocalBuildDoc-wusui contains some documentation changes. More documentation probably needs to be added. Some conditions (like an empty directory) need to be handled better too.
