Use new civetweb git repo for ceph

It seems that the original repo used to fork the ceph civetweb repo from is outdated. The current README on https://github.com/sunsetbrew/civetweb says the new home is under https://github.com/bel2125/civetweb.
We should switch from the old to the new repo to keep track of fixes and new releases. The current fork under the ceph namespace is already 3 months old without any updates.
Question: is it really needed to have an own fork of the project or could we simply use the upstream repo?

The repository copy is useful when fixes are needed. They can diverge from upstream while the change is proposed.
