ceph-disk: many calls do not work if command is not in PATH

Description

When called from udev, PATH is not set, so ceph-disk must be able to locate the correct executables. This causes ceph-deploy to fail on the next branch, since the mount command is not found, and osds do not get initialized. Fortunately this does not affect any stable release.
