debian 7 wheezy init.d script will not start OSDs not corresponding to a mounted disk

Description

I'm in the midst of testing a ceph deployment, and am not using individual disks for ceph. They're on my main OS drive and not very large. I have two of them, and neither of them mounts on boot. Additionally neither of them will be started by /etc/init.d/ceph start ods.#

To start them manually, I have to run sudo /usr/bin/ceph-osd -i debian -n osd.0 --pid-file /var/run/ceph/osd.0.debian.pid -c /etc/ceph/ceph.conf, at which point they start up and proceed without issue.
