Exceeding pool quota should be more graceful

Description

We should try to make failures more graceful or display warnings when quota is being approached. Currently for example, all RBD images on a pool will get ENOSPC when pool quota is reached.

Perhaps a pool soft-limit that when exceeded will display warnings in ceph health, and a hard-limit that could be set higher. By default, the soft limit might be set to the same as the hard limit.
