Description

In issue #6639 ceph-deploy is using a local directory to push packages to a directory on remote hosts and point the package
managers to that location.

The idea is that we need to provide a tar.gz per distro to provide the packages needed to install ceph. The current workaround
is to run `wget` and fetch everything from ceph.com

One detail is that the release.asc should be included in the tar.gz file so that ceph-deploy doesn't need to fetch separately for it
and just use what is present in the compressed file.
